Thank god I am in Sweden, where there still are a few random birds uneaten, since we are neutral we qualify for North Korean aid... But I think you are correct that this is parody. They have probably showed US programs on how masses of North Koreans are starving to death, which obviously is false propaganda, and made this to counter...

I've seen other documentaries from there and they seem very reflected compared to this one. One i saw recently was more of a mockery of western culture where they amongst other things showed how a person that had bought a new smartphone almost became a celebrity with the media following him and it exposed stupid marketing slogans in commercials etc.. in other words the things you could legitimately take a piss on the west for and nothing like this. This film is just to easy to refute. I don't believe that they are that stupid and i would suspect that this piece is something made in the south by an intelligence agency coined at really dumb people or it could be an onion type video.
