The Russian government has every moral right and obligation to respond back to these attacks with deadly force. Under international law Russia can defend itself from these terrorist to make a point consequences will follow once the Russian government finds out who is responsible. One of Britain’s most influential newspapers has named Russian President Vladimir Putin ‘Man of the Year.’ The Times awarded the title because Putin "succeeded in one of his most enduring ambitions: to bring Moscow back to the international high table."
According to the newspaper, it was the Syrian insurgency that “propelled the president back into the front ranks of effective world statesmen,” when he managed to steer the West away from military intervention. He then used the escalating conflict to boost Russia's clout on the international stage.

“The narrow, but achievable and worthy aim of taking apart President Assad’s chemical arsenal was a face-saver for the West. And it established Mr Putin as a Middle East player once again; for Arab leaders and the Iranians he was suddenly the man who knew how to head off Western-led regime change,” The Times said.

Putin’s approach of rejecting the use of force and promoting political dialogue and compromise has proved fruitful in the Middle East. Syria, in its turn, has agreed to relinquish its stockpile of chemical weapons amid accusations that Damascus used sarin gas against rebel forces. The Russia-brokered deal cut short Washington’s intention to use military force against Syria in retaliation for the alleged attack.

"In Syria the world community had to make a joint and fateful decision. It was either the continuation of the degradation of the world order, the rule of the right of might, the right of the fist, the multiplication of chaos. Or to collectively take responsible decisions," Putin said earlier this month while addressing the Federal Assembly.

Apart from his key diplomatic victory in Syria, one of President Putin's largest achievements in 2013 came when he "wrestled the EU to the ground on Ukraine,” according to The Times. The FAA has chosen sites in Alaska, Nevada, New York, North Dakota, Texas and Virginia following a 10-month consolation involving 24-states in the Union.

The regulator took location, geography, climate, safety, current uses for the airspace, aviation experience into consideration when allocating the site.

Regulations for the commercial use of unmanned aerial vehicles have been promised by the FAA by the end of the years. These various pilot schemes will contribute to the formation of operation and safety rules.
Good news for Amazon?

The announcement comes as services like Amazon investigate the possibility of using unmanned aerial vehicles (UAVs) to delivery small parcels in larger metropolitan areas, while farmers and search and rescue teams have also outlined potential use for the tech.

The FAA said a proposal from the University of Alaska was selected due to the ability to test drones in various climates, while the New York was chosen to examine how drones will operate in busy airspace.

Pilot schemes in Nevada will focus on air traffic standards for drone operators, while Texas A&M university will focus on drone safety requirements and tests to ensure the vehicles are airworthy.

Virginia Tech University will investigate the risks associated with flying drones in commercial airspace andthe University of North Dakota will monitor the human impact of drones.

Suicide bomber's identity disputed The Committee originally said a female suicide bomber detonated the bomb when she saw a police officer while approaching the metal detector.
But since then the suicide bomber’s identity has been disputed. The female was initially identified as Oksana Aslanova, a close friend of Naida Asiyalova - also known as ‘Amaturahman’ - who was behind the October Volgograd attack. Aslanova is said to have been married twice to two militants, both eliminated earlier.
A few hours later, more evidence emerged suggesting that a man could have also been involved in the attack. The version, which was also picked up by investigators, came after a male finger with a pin from a grenade was found at the scene.
Given the new information, the possibility that the attack could have been carried out by both a man and a woman is not ruled out, Markin said.
