First segment starting at 13:09 with a guy from New York discussing the reversal in policy of the governor who is now favoring legalization.
But more interesting is the professor guy (Carl Hart) at 23:12. He says addiction rates for things like cocaine are actually similar to alcohol, which is in the 10, 15, or maybe 20% range. In other words, drugs are more of a symptom of other problems than the cause of all of the problems of people who are dependent on them.
