Least Green state... That's supposed to be shame? Badge of honor I say. Indiana has large coal and natural gas reserves. Makes it cheap to power the state and is used for additional income when sent to other states coal fire power plants.

North Carolina (new state)
Teacher Salary? Must be tough having to compete with South Carolina (known to have better schools, lower taxes, and teacher salary hasn't come up as a complaint.)

I've actually looked at land in South Carolina, it's reasonably priced. Taxes are low, like really low. You can have a 300k+ home on the land and not pay more than 600-700 FRN's a year for property taxes. That was in York county South Carolina.
