I would say that is a counter site by the #14 at the end. You will hear commercials on the radio that will give out a website with a number on the end for tracking the clicks per market. Different markets different numbers.

The site that comes to mind is "The End of America" site that was touted by Porter Stansbury back around 09 on A.J.'s show.
