If the Russians get really annoyed they just won't be sending anyone other than Russians and Russian allies to the ISS since Russia's space program is the only one capable of putting men safely, reliably, and routinely into space at this time. Putin holds so many trump cards it's only funny to the Russians and their allies, like China.
