The next one will also strike at the emotions of the people so that a majority demand great military presence and reduced individual power. They will push to demonize gun-owners, christians, free speech advocates, internet alternate news sources, etc.

On 9/11 three nukes exploded under buildings in lower Manhattan and pulverized the WTC towers and WTC 7. When Obama (or any other propagandist) talks about nuclear weapons they bring up the image of a mushroom cloud. There was no mushroom clouds on 9/11. There is a difference between an underground and surface explosion of a nuclear bomb and one that exploded at altitude in the atmosphere. The latter has the potential of incinerating an entire city. The former (a surface or underground explosion) will be contained in a much smaller area and will do far less damage. The point is, when the propagandists say 'mushroom cloud' they are conjuring up images of millions of casualties and you are supposed to be trembling with fear and let them do whatever they want 'to protect you'. Their goal isn't to destroy cities with nuclear bombs. Their goal is to terrorize the population so there is no resistance to whatever their agenda is. Alex Jones describes this well. As for the signal to Russia that Obama will blame them for such a false flag attack, that is speculative. It's like poking a bear with a sharp stick. Obama made sure to tell everyone that he thinks Russia is a 'regional power'. Russia is a global power. Obama speaks for the neocons who want to start a hot World War 4. World War 3 was the cold war. World War 4 started when the Soviet Union collapsed, and the USA started a campaign of global domination.
