Sort of unrelated, but not so much.
The finishes on that building, aged looking and raw concrete surface. Are also a most sought after and desirable finish by many a well classed Architect here in Costa Rica. Personally I think its horrible that million $ + condos get sold with it.
I think the term is "shabby sheik" in U.S.

Residents in the city view it as a den of thieves, but those who live there say it is a haven from crime-ridden slums - IF IT HAD BECOME A FINANCIAL CENTRE THEN IT WOULD HAVE BEEN A DEN OF THIEVES, Just look at the city of London and other centres of crime, sorry BANKING.

Fascinating that they're able to have all utilities there. Couldn't do that without help from the city govt.

yes thats right on Midnight Rambler. I was speaking with someone who has lived there after I saw this story. They tell me there are about 20 others that are like that. This one is the tallest. The others are maybe 10 storeys
Basically when the companies building them went under Chavez told the people "take them, they are yours" and that is what happened. I wonder if the people remember that. Since the IMF got a foot hold in that country it really has turned to crap for the people.
