It's too late in many ways. The race war is already engaged and the white folk are starting to wake up. The black folks who are not savage will pay a heavy price for the animals. They will live among the beasts and be lumped into the same category as the savages. That's what this guy can see. He will be caught up in a war that is not his making.

A good vigilante is surgical and does not pick out random targets. Very few are intelligent and patient enough to be good vigilantes.
