The California State Department of Heath, Drinking Water Division in Sacramento, CA, is the repository for all public drinking water tests results required by the State of California and the EPA. These tests show increasing (unusual spikes), levels of toxic water contaminants. (If you have air pollutants in your water it is likely that your soils are also polluted from the same sources.)

In the United States anyone may modify or mitigate your weather or climate without your consent. Any government agency, the military, state, county, city, private corporation, weather modification company or individual can modify your weather at any time. No public notification is required other than to report these programs to NOAA if they are ongoing. However, it has been learned that many weather modification programs are not reported to NOAA (National Oceanic & Atmospheric Administration), because they are not ongoing each year, are experimental or are military programs.
