Or was dumping fuel because of an emergency, the sirens in the background suggest there was an emergency.

Wouldn't the fuel ignite from the engines?

As a former aircraft mechanic, I can comfortably say, no, the engines would not ignite dumped fuel in any scenario I can think of.

What .41 said, the gasses are moving and there is no chance for the fuel to ignite, because it is blown away from the exhaust so fast that both the exhaust and fuel can not reach ignition temp. The exhaust is hot but cools down very fast, especially on a jet that uses bypass air for thrust, What you see in the movies, is not reality.
Tho if behind the plane, there is an ignition source, and the air/fuel mixture is right methinks it would be impressive. But the plane itself can not do it. Unless there is someway to ignite the fuel as it is dumped.
Could be wrong, been years since I have been on a flight line. But I think not, at least in general.
