The politicians running our cities are about as dysfunctional and unaccountable to the people as is the US Congress. They are all cronies, and represent powerful corporate interests. They have dysfunctional group processes. You could see that in this video. The politicians didn't know how to behave in the presence of concerned constituents, so rather than conducting the meeting and maintaining order, they adjourned it, did nothing, and blamed the people for disrupting them.
