We're going to see this scene repeated in every American city the size of Albuquerque. The politicians running our cities are about as dysfunctional and unaccountable to the people as is the US Congress. They are all cronies, and represent powerful corporate interests. They have dysfunctional group processes. You could see that in this video. The politicians didn't know how to behave in the presence of concerned constituents, so rather than conducting the meeting and maintaining order, they adjourned it, did nothing, and blamed the people for disrupting them. You can see what kind of leadership exists in our cities. The cops have their own politics. Kinda surprising they didn't pull an authority trip on those people and arrest them.

"You must respect the chambers..."
Be quiet and let us get things back to the way they were before you tried to assert your rights. The peasants are revolting!

There are no people in Albuquerque. It is an unfortunate truth but just the way the system is designed.
In addition ... Albuquerque along with all other political entities that use Fractional Reserve accounting....are irresponsible and bankrupt. There is no way in any contract or tort engaged in with them to seek any sort of relief.
