Dressed like a bum, they have seen many who drank themselves into stupid sleep, and it appears that the one down is just another bum who found this place to sleep off his life.
Not a fair comparison.
The old woman may have had no ability to deal with the needs of a drunken bum. Most people don't have time to see if a drunk wants to change his life.... and be coddled into a different lifestyle. That takes much time and work and assets. Plus there is risk of being looted for your good deed.

Well I say it's true about appearances - what you see is what you get. The scene did lend itself to the appearance he was in a drunken stupor which of course is not uncommon for someone dressed as he was. OTOH the well dressed gentleman was much more likely to be in distress or difficultly and in need of help vs. someone apparently passed out drunk.
