There is speculation that it was a civilian drone. LAPD hasn't responded to request if it was theirs or not.

doesn't look like to me what a gov't agency would have as a drone and I doubt they'd swoop in that low. I'd imagine they'd have something that hovers or makes multiple slow passes high enough not to be easily recognized. I find it really disgusting that all kinds of gov't agencies send out drones to surveil and collect info but if a civilian videos a cop they're threatened with arrest or worst

Right. They have eyes in the skies in all the major cities. They have cameras everywhere. They will track every movement. You must be invisible.

Cops are murders...but.......not so stupid as to fly so low.....besides, they have zoom cameras.

I think it was a fan with a web-cam type camera on-board.
Odd how drone has become the new lexicon. A few years ago [+] people would have just called it an RC helicopter or at most a UAV.
