A pile of flawless passports. They don't even look like they've been used before, let alone been in a massive explosion. Shouldn't they have varying degrees of wear? It's all uniformly new.

It's not the spy agency that is dumb, it's the population that is too stupid to see the obvious. The spy agenc(ies) are well aware of this, so they don't bother working harder than they have to.

You never know, at some point on international journey they may have collected all the passports and placed them somewhere centrally on the plane.

I don't see them being able to recover that many in that short time frame any other way.
