Most benefits come from the SSA (social security administration) that are administered on the state level...by the state.
Unemployment is based on participation in SS and you cant collect if you don't have a ssn....food stamps the same....have to have so many credits before being eligible.
Most cant even rent a house as most are required to supply a ssn and are credit checked prior to signing on the doted line.

Not to say they cant use a stolen number or one that a person is deceased.

Bingo, you said it right there in the last sentence. Most use either a stolen number, or made up. They don't work e-verify jobs, so they have very little to fear while being paid under the table.

If you look at the Paperwork Reduction Act and Privacy notice on any W4 it lists statute 26usc 6109 as one of the statutes requiring the disclosure of a ssn on the W4. It also states that all regulations pertaining to statute 6109 apply....this regulation 301.6109-1(d).......is (301)an administrative regulation...there are other regulators having a different purpose such as 31.6109

Did you explain to her why she's electing to continue to participate in Social Security and have the government take it as a result of participating or is ignorance just bliss and you like it that way.
