To Hobbes a nation-state is a city. And so it is today. We call our laws 'municipal'. We refer to a 'capital' city when we talk of a state and generally don't realize that the city-state is the state we talk of. Territory is attached to that city-state. Capitals are selected permanently and when a change of direction occurs in government and the old is desired to be submerged by the new then a new capital is 'selected' and, being a peaceful society, everyone just naturally assumes a change of location does not mean a change of government.

The municipality is not a location either. It is a single person, a chief magistrate, who Hobbes says is clothed with the Sword of Justice and the Sword of War. We might call him a 'president' or 'mayor' or just 'supreme power'.

The factions that occur (Democrat, Republican, others) are cities within cities.
