From Hobbes English Works Vol II ... written law needs a voice .. to be spoken. A writing is not needed for written law. Unwritten law (lex non scripta ... aka COMMON LAW) is the voice of nature ... natural law ... common sense or, as Hobbes says, REASON.

This is interesting to me. Say one is traveling in a civil law country (any country not tied to Great Britain generally). You don't speak the local lingo yet their laws must be VOICED. They execute CIVIL LAWS after all. Now if you have no understanding of their 'voiced' law how can that make you punishable by that same law?
