Note this is based upon an executive order from JFK in 1962, LBJ saw fit to amend JFKs order in 1967 by adding that Proclamations issued by the President shall conclude with "IN WITNESS WHEREOF, I have hereunto set my hand ... , etc, and of the independence of the United States of America the _____". LBJ also removed the requirement for the great seal of the United States from being affixed to the originals of proclamations.
In any case ... kindly note that the ORIGINAL PUBLIC DOMAIN comprises only 30 of the several States. Now I always heard that when admitted to the union all states were to have the same status as the original thirteen states.
