The first Ebola vaccine trial to be tested on African soil began Friday, as the international efforts to contain the deadly epidemic continued to mount.

The outbreak of the disease is the biggest global health challenge since the emergence of AIDS, a top U.S. health official said Thursday during an address at the World Bank. Over 4,000 people have been killed since the current outbreak began, the vast majority of them in Guinea, Liberia and Sierra Leone, according to the World Health Organization.

Meanwhile, tensions were high in Spain, as the first person to contract the virus outside of West Africa, a Madrid nurse, lay seriously ill.

We warned a week ago of the various possibilities surrounding an Ebola outbreak in America, and today we get some degree of confirmation of a medical-based martial-law coming to the US. Governor Dan Malloy has declared a Public Health Emergency in Connecticut, authorizing the "isolation of any individual reasonably believed to have been exposed to the Ebola virus." Simply put, as we noted previously, the State of Public Health Emergency allows bureaucrats to detain and force-vaccinate people without due process - despite not one single case being found in CT. If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.



The Public Health Emergency declaration...



"I hereby declare a public health emergency for the State, pursuant to the Connecticut General Statutes Section 19a-131a, for the duration of the epidemic. Specifically, in accordance with Connecticut General Statutes Section 19a-131b, I authorize the Commissioner of Public Health to Order the isolation or quarantine, under conditions prescribed by the Commissioner of Public Health, of any individual or group of individuals whom the Commissioner reasonably believes to have been exposed to, infected with, or otherwise at risk of passing the Ebola virus."

Which he defended as a precautionary and preparatory measure in the event that the state has either a confirmed infection or has confirmed that someone at risk of developing the infection is residing in the state.

“We are taking this action today to ensure that we are prepared, in advance, to deal with any identified cases in which someone has been exposed to the virus or, worst case, infected,” said Governor Malloy. “Our state’s hospitals have been preparing for it, and public health officials from the state are working around the clock to monitor the situation. Right now, we have no reason to think that anyone in the state is infected or at risk of infection. But it is essential to be prepared and we need to have the authorities in place that will allow us to move quickly to protect public health, if and when that becomes necessary. Signing this order will allow us to do that.”

Translated... as we previously noted:

If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone. If government officials believe that you have the virus, federal law allows them to round you up and detain you "for such time and in such manner as may be reasonably necessary." In addition, the CDC already has the authority to quarantine healthy Americans if they reasonably believe that they may become sick. During an outbreak, the government can force you to remain isolated in your own home, or the government may forcibly take you to a treatment facility, a tent city, a sports stadium, an old military base or a camp. You would not have any choice in the matter. And you would be forced to endure any medical procedure mandated by the government. That includes shots, vaccines and the drawing of blood. During such a scenario, you can scream about your "rights" all that you want, but it won't do any good.

In case you are tempted to think that I am making this up, I want you to read what federal law actually says. The following is 42 U.S.C. 264(d). I have added bold for emphasis...

(1) Regulations prescribed under this section may provide for the apprehension and examination of any individual reasonably believed to be infected with a communicable disease in a qualifying stage and (A) to be moving or about to move from a State to another State; or (B) to be a probable source of infection to individuals who, while infected with such disease in a qualifying stage, will be moving from a State to another State. Such regulations may provide that if upon examination any such individual is found to be infected, he may be detained for such time and in such manner as may be reasonably necessary. For purposes of this subsection, the term “State” includes, in addition to the several States, only the District of Columbia.



(2) For purposes of this subsection, the term “qualifying stage”, with respect to a communicable disease, means that such disease—



(A) is in a communicable stage; or



(B) is in a precommunicable stage, if the disease would be likely to cause a public health emergency if transmitted to other individuals.

In addition, as I discussed above, the CDC already has the authority to isolate people that are not sick to see if they do become sick. The following is what the CDC website says about this...

Quarantine is used to separate and restrict the movement of well persons who may have been exposed to a communicable disease to see if they become ill. These people may have been exposed to a disease and do not know it, or they may have the disease but do not show symptoms. Quarantine can also help limit the spread of communicable disease.

Governor Dannel Malloy has declared Connecticut to be in a state of public health emergency, enabling the indefinite suspension of certain civil rights. State bureaucrats have been granted the broad authority to forcibly detain suspected sick people without due process. The declaration came preemptively, as Connecticut has not yet seen a single case of the virus it purports to stop.



Rationalizing his actions, the governor said in a statement: “We need to have the authorities in place that will allow us to move quickly to protect public health, if and when that becomes necessary. Signing this order will allow us to do that.”



The recipient of most of the newly-imparted power is Jewel Mullen, Connecticut’s Commissioner of the Department of Public Health (DPH). By having this measure in place, Commissioner Mullen explained, “we don’t have to scramble in the event I need to take action.”



The actions that authorities might want to “scramble” to use is the forcible quarantine of citizens — without charges or trial.



Connecticut General Statutes Section 19a-131a spells out the powers that may be used during the state of public health emergency:



“[While] the emergency exists [the state] may do any of the following: (1) Order the commissioner to implement all or a portion of the public health emergency response plan developed pursuant to section 19a-131g; (2) authorize the commissioner to isolate or quarantine persons in accordance with section 19a-131b; (3) order the commissioner to vaccinate persons in accordance with section 19a-131e; or (4) apply for and receive federal assistance.”



As noted above, the Commissioner may issue an order of mass vaccination at his or her own discretion.



Section 19a-131d states that any individual who refuses to comply with any portion of the order may be punished with with fines and imprisonment for up to one (1) year.



Fending off a police state requires constant vigilance against efforts to desecrate civil liberties. As the current scenario has shown us, a climate of fear — fear of disease, terrorism, foreign threats, etc. — makes it all-too easy to suspend constitutional rights with minimal public resistance. Many people actually feel grateful to see the government absorbing greater powers; taken with the promises of keeping them safe.

The state of public health emergency will remain in effect indefinitely until lifted by the governor.

I think it is safe to assume, what we are seeing in occur in west Africa right now is a new strain of ebola. More likely weaponized, turned airborne or aerosol at the least. We recently received the following email from John DiNardo who has requested that it be published in full. The email contains information gleened from a special-ops source within the United States military who warns that the Ebola vaccine is most likely the trigger for the coming Ebola plague. Videos below include the 3rd one from KafkaWinstonWorld (https://www.youtube.com/channel/UCNRu_S1qpuWMXANR6cE9s8w) called “US MILITARY IN EBOLA HOT ZONE; ISRAELI MILITARY NOT GOING; ENTIRE COUNTRIES MAY BE VACCINATED!”.

I received the following information from an ex-military guy whom I have known for about eight years. He served in special operations. I’m recalling some of the many things he said.

He suspects that the 1,600 US Army troops who were recently sent to Africa to contend with the Ebola threat are to be exposed to this Ebola virus (which is not the true Zaire Ebola, but a man-made variant; you’ll find out why in a moment), and that these troops will be injected with the new Ebola vaccine, which will subdue that specific virus. However, recalling his victimization as a virus vector in the Army, he suspects that the anti-Ebola vaccine will be given to these US soldiers in Africa, and — just as they did to him — this vaccine will also contain a “trigger” element. These soldiers, who have unwittingly been made virus vectors, will then come home to the United States, and many of them will be discharged; thusly, they will be dispersed to all areas of the United States. This man told me that when these vector soldiers come home to the United States, pathogens will later be released into the atmosphere, perhaps in chemtrails and/or in ground releases, such as in the subway systems of major cities. The latter plot has already been perpetrated in the New York City subway system when they released the serratia marcescens bacteria, which was encapsulated in light bulbs and tossed into the subways. This diabolical plot is documented in the book, CLOUDS OF SECRECY, by Prof. Leonard Cole of Rutgers University. My ex-military friend told me that the trigger element planted in the U.S. soldiers’ ebola vaccinations in Africa will then “recombine” in their bodies with the pathogen that is to be released throughout the United States. The product of this recombination of the pathogen, to be released, and the trigger element that was earlier injected into these 1,600 vector soldiers . . . the product will be a deadly biological weapon< of mass extermination, calculated and designed to go airborne and thus, to be highly contagious. My sources tell me that they believe that about 90% of the nation will be vaccinated in less than a week. My sources tell me that Federal authorities believe that about 65% will voluntarily show up to various public venues, such as schools, and willingly take the vaccines. DHS estimates that about 35% of the country will resist taking the coming vaccines and that enforcement mechanisms (e.g. vaccine roadblocks will be instituted). The “vaccine police” will be present at all gatherings of people in which vaccination ID cards must be shown in order to attend an event.
I have been made privy to the fact that Federal authorities believe that they can vaccinate 90% of the population, while 10% of non-vaccinated people will remain at large until the outbreak of pandemic conditions reaches the level of declared martial law.

If one Ebola patient shows up at a hospital emergency room, that one patient potentially has the ability to get the entire hospital shut down and quarantined due to the spread of the virus. I have been told that Ebola care will quickly try and prevent Ebola victims from coming to the hospital.
Ebola care will quickly come to consist of phoning in your symptoms and that very soon after the pandemic outbreak, hospitals will be closed to random walk-in traffic. This is designed to turn away Ebola patients. If a patient has Ebola-type symptoms, the hospital will order the patient to stay home and take comfort medication in as much as it is available. And as I have learned. proxy forces under the control of Human Health Services will show up at a residence and transport both the Ebola sufferer and their presumably infected family members to a FEMA camp type of facility.
If someone presents with no Ebola symptoms (e.g. tonsillitis), they will be instructed to come to the hospital and enter through a make shift biohazard zone, where they will be screened for the virus before being allowed to proceed into the hospital for treatment.

Changes In Health Care Protocols When Ebola is out in the open and there is no denying that it has spread to every state and threatens the very existence of this country, the American people will begin to take notice of some very sobering policy shifts.

The Legal Authority to Send Ebola Patients to FEMA Camps Before one can “legally” transport Ebola patients to “death camps” and await the inevitable, the public must be reassured that the rule of law is being followed.
When Ebola strikes, the changes in the handling of Ebola patients have already been planned for through a series of legal actions, most of them are Executive Orders. For example, the Executive Order, entitled Revised List of Quarantinable Communicable Diseases (http://www.whitehouse.gov/the-press-office/2014/07/31/executive-order-revised-list-quarantinable-communicable-diseases), amends Executive Order 13295 (http://www.cdc.gov/sars/quarantine/exec-2004-04-03.html), passed by George W. Bush in April 2003, which allows for the, “apprehension, detention, or conditional release of individuals”, and Ebola is specifically mentioned. Obama’s executive order, entitled, Revised List of Quarantinable Communicable Diseases (http://www.whitehouse.gov/the-press-office/2014/07/31/executive-order-revised-list-quarantinable-communicable-diseases), amends Bush’s Executive Order 13295 (http://www.cdc.gov/sars/quarantine/exec-2004-04-03.html), which allows for the, “apprehension, detention, or conditional release of individuals to prevent the introduction, transmission, or spread of suspected communicable diseases.”
Even though President Bush specifically mentioned Ebola as an illness which would permit the authorities to utilized forced quarantines, Obama takes this portion of the Executive Order to a whole new level. Obama has granted his administration the authority to detain, in any manner deemed necessary, any person who demonstrates any degree of respiratory distress. This means people with noninfectious asthma could be detained.
When the forced transport of Ebola patients begins to occur, relatively healthy people will be joining them in this death parade march. The operational details will be covered later in this article.

Ebola Pandemic Will Bring About a Change In Operational Authority In the event of a pandemic, the Secretary of Human Health Services (HHS) will assume operational control of Federal emergency public health and medical response.
In the event of a pandemic outbreak the HHS will order the quarantining of Ebola sufferers and the transport of the same to detainment camps. The mass transport of Ebola victims to quarantine camps is referred to “ambulance services”, and it is a euphemism for transporting sick people to a death camp.
“Ambulance” Contracts I have found evidence supporting these claims in a federal document entitled Emergency Support Function #8 (ESF #8) – Public Health and Medical Services Annex.

Medical Services include responding to medical needs associated with mental health, ….. assistance are executed by ESF #8 in coordination with DHS/FEMA. … primarily for communications, aircraft, and the establishment of base camps.
ESF #8 established the national ambulance contract, which is designed to provide support for evacuating seriously ill or injured patients.
HHS will enlist the VA and Department of Defense assets (e.g. the military) in support of providing “transportation assets, operating and staffing NDMS Federal Coordination Centers, and processing and tracking patient movements from collection points to their final destination reception facilities” (emphasis added).
According to the ESF #8 document, the DOD is the only recognized Federal partner responsible for regulating and tracking patients transported on DOD assets to appropriate treatment facilities (i.e., NDMS hospitals). However, other agencies “may assist with isolation and quarantine measures and with point of distribution operations (mass prophylaxis and vaccination)”.
The ESF #8 document leads to some disturbing revelations.

No Healthcare Personnel at the FEMA Detention Camps In the above list of Ebola detainment centers, I don’t see the CDC or the National Institute of Health listed. Nor do I see any legitimate medical organizations. I don’t even see the presence of any “volunteer” medical organizations such as Doctors Without Borders. Does anyone else find it disturbing that the transport of very sick people will be conducted and the end point is devoid of any medical treatment organizations and/or facilities?

There is not one shred of evidence that these camps are intended to treat or even make comfortable people who will contract Ebola or be exposed to Ebola. The most disturbing thing is that these camps will be death camps for relatively healthy people. If you are a person who is unlucky enough to be discovered to have asthma or merely be temporarily suffering from congestion in one’s lungs from allergies or a simple cold, you could find yourself on one of the Federally approved ambulance services (bus, train, plane) and headed to your final destination.

I wouldn't say they actually endorse it, but it certainly is a step up from the ridicule, that has been MSM standard the last few years. The thing is though it will not be the epidemic that will end up killing most people, it will be people's fear of it, which will stop people from going to work, which will stop everything we associate with civilization. New Ebola vaccine will be worthless With 368 mutations already found, there will be no vaccine that will work. Any pushing of an ebola vaccine will be for something other than providing immunity for Ebola, and for anyone who is aware of the recent CDC bust of vaccine links to autism, that "other" is not likely to be good.
It may not even be Ebola at all, and is likely to instead be some sort of engineered hybrid. Prior to this outbreak, Ebola had a very high genetic stability (http://ci.vbi.vt.edu/pathinfo/pathogens/Ebola_2.html) and remained unchanged through multiple outbreaks. In fact, Ebola has been so stable that it was considered remarkable for this. Why then, with this outbreak, are there so many mutations of this new type, when in past outbreaks NO mutations have been noted at all?
Additionally, this new outbreak has none of the characteristics of previous outbreaks There is something missing in this Ebola outbreak, and it is the bloody eyes and ears, and bleeding through the skin. This time all the bleeding is internal and nothing shows outwardly. All the bloody blistered skin photos on the web are from previous outbreaks, with this particular strain people look outwardly normal up until death and die from internal bleeding, vomiting up blood and having massive stools of black goo from internal bleeding. In this way, the new Ebola is mimicking Parvo in dogs, and I would at least tenuously bet that traditional Ebola has been merged in a lab with a different virus that is known for causing only internal bleeding, possibly parvo.
368 mutations in a previously stable virus screams BIO LAB This is where things may go amiss. Previously, Ebola was a stable virus that could have had a predictable cure. The current strain is mutating so rapidly that if all the recorded cases were added up and divided by the number of mutations, each mutated strain would have only infected an average of 20 people. That is a phenomenal mutation rate, which will render any vaccine attempt useless. And how could it have happened other than willful intent? The answer is obvious - a lab created this new strain, that lab did not have endless people to kill to prove their virus stable and they just let it go in live tests, out in the wild. And because it was not stable, they now have a mutating monster on the loose. That is the best explanation there could possibly be for why Ebola, which has remained stable as far back as records go, suddenly became a chameleon. This new bug is an unstable bioweapon, possibly more unstable than its creators intended.

Beware of history rewrites, which will provide plausible deniability for whoever did this Watch out for any news saying how Ebola mutates continuously without mentioning that prior to this outbreak Ebola was VERY STABLE, and question strongly WHY this new strain is so different from past strains, from outward symptoms, to incubation times, to mutation rates, it is all far too different for this to have happened naturally in a formerly stable virus. Someone did this and the question WHO DID THIS should be kept front and center until we get the answer. We know an American biowarfare firm was in this area "testing Ebola detection kits", I suggest people start with that.
There are very few pictures of people infected with this new strain, and none show the normal bleeding. Why? The picture to the left is a prime example, this man who reportedly is an Ebola victim is showing NOTHING that would indicate he ever had Ebola at all. So why is this so different? People in Africa could certainly publish pictures to the web, why then is all we are seeing is pictures of something that is obviously not normal ebola? Pictures dated to before this outbreak clearly show what ebola looks like, I challenge you to find any photo at all from this new outbreak that looks even remotely similar to traditional ebola.
The symptoms say it all Here are the symptoms from the current strain,
•Fever (greater than 38.6°C or 101.5°F)
•Severe headache
•Muscle pain
•Weakness
•Diarrhea
•Vomiting
•Abdominal (stomach) pain
•Lack of appetite
In other words, the current symptoms mimic the flu (except for the noted internal bleeding this outbreak has). Now for the classic ebola symptoms: "After 3-4 days of non-specific symptoms and signs, patients typically experienced progressively severe sore throat, developed a maculopapular rash, had intractable abdominal pain, and began to bleed from multiple sites, principally the gastrointestinal tract. " And the pictures of this current outbreak prove the classic ebola is not what we are dealing with this time around. The biggest thing in common is gastrointestinal bleeding.

Recovery times also indicate this new ebola is more like a souped up flu than ebola Usually, with ebola, recovery takes months and sometimes never happens completely (http://www.newvision.co.ug/D/9/183/602136) because the liver, kidneys and other organs including the brain get damaged. Yet we see in the media pictures of ebola "survivors" that are up and about only two weeks after having it. This is not possible with real ebola, this outbreak really is more like a really bad flu than anything else
The bottom line is that the symptoms are not consistent with classic ebola. Recovery times are too fast, and the current CDC list of symptoms does not match the old list except when the CDC combines the new list with the old list to muddy the water. Something is amiss with this, and the new vaccine can only be bogus with so many mutated variants. There is no way any vaccine can be real, we are dealing with a bioweapon this time around which makes that impossible, avoid any "vaccine" like you would the disease itself.
