In 1989 in Tiananmen Square the ChiCom leadership had to bring in Mongolian troops to beat down the protestors 'cause the troops of the same ethnicity as the protesting students were getting friendly with the protestors. I vividly remember seeing the change, the chill between the protestors and the troops when this replacement of troops was made - the first troops deployed were interacting with the protestors and the clearly different Mongolian troops had a completely different demeanor.

Take the Philippines ,it would cost America cents on the dollar to hire an army from here.

Compared to paying their own army plus they can fight Americans when the need arises.
