To put the cause ahead of the effect ... let's just say SOMETHING is causing the California drought ... and define whatever that something is as HAARP (or haarp if you choose). Then we can say with certainty that ... whatever is causing the California drought is HAARP.

Same principle with GLOBAL WARMING. Let's define GLOBAL WARMING as MAN-MADE. Then since man made it man can correct it. The obvious fallacy with this is that man only causes far less than 1 % of actual global warming so anything man does to correct it shall be doomed to failure.

As my wife & I recently stood looking at a local puddle, once a lake, I said, "perhaps this drought is the norm, and the White man showed up in the midst of plenty?" The cities are definitely a major burden to water resources in the Southwest (most of the Colorado river is diverted to LA, SD, and Phoenix), but perhaps the entire state is "normally" dry, and the last 150-200 years have been wetter than normal. The San Joaquin Valley, in particular, is a natural desert, and would still be so without the Central Valley Project. Most of what is thought of as "California" today is less than a century old, much of it only since World War II (69 years ago). Put that into perspective over 5000 years, or more.
