At this point, relocating "undesirables" to FEMA Camps would be foolish.

In reality, the self-appointed elite will flee the cities to "secure, undisclosed locations," and the cities (and the rest of the country) left to rot. Cut off food & utilities, and you create an in situ "FEMA camp."
