A grand jury has reached a decision on whether to indict Darren Wilson (http://www.washingtonpost.com/politics/ferguson-police-officer-darren-wilson-has-mastered-a-disappearing-act-since-shooting/2014/11/21/2a4fc4cc-71cf-11e4-893f-86bd390a3340_story.html), the white Ferguson, Mo. police officer whose fatal shooting of an unarmed black teenager sparked days of turbulent protests, sources close to the process said.

News conferences are being prepared by the county prosecutors’ office and the Missouri governor, sources said. Those news conferences will likely come later today.

The sources gave no indication of whether Wilson, 28, will face state charges in the August shooting death of 18-year-old Michael Brown, which triggered a frank conversation about race and police interaction with African-Americans.

Details of the grand jury’s deliberations have leaked out in recent weeks, angering the Brown family and protesters who saw it as a signal there would be no charges filed.

As Ferguson, Mo., prepares for a grand jury to announce whether Officer Darren Wilson will be charged in the shooting death of 18-year-old Michael Brown, here is a look back at the events leading up to that decision. (Gillian Brockell and Sarah Parnass/The Washington Post)

Althought a parallel federal civil rights investigation of the shooting is continuing, federal investigators have all but concluded they don’t have a case against Wilson, law enforcement officials have said. Federal investigators are also conducting a broader probe of the Ferguson Police Department.

If Wilson is not charged, government officials are bracing for protests in the St. Louis area and nationwide. They have discussed emergency plans in the event of a violent reaction, while protest and community leaders have mapped out their response in the hopes of avoiding the unrest that exploded after Brown was killed.

Who can forget the image of the "sniper" on the roof of the bearcat pointing his weapon at unarmed and nonviolent protesters? Who can forget the cop who pointed the loaded rifle at the media guy and said "back off or I'll fucking kill you!"?

I haven't forgotten about those things, and neither should you.

The "narrative" must be services, and the race-baiters (on both sides) are having a great time.

880 through Oakland ought to be fun this afternoon. I was living in Oakland at the time when Zimmerman was acquitted. I remember hauling ass home before the protests/riots started.

The protesters took over 880 for a short time, shut it down. When I drove 880 home that day, I will never forget seeing all the cop cars racing around in line with each other. Seemed like hundreds of cars.

Thank God I moved out of that hellhole. Moving to a small town, actually doing it...was the best decision and I am grateful.

Consider the circumstances and you might be more understanding as to Wilson's statement. He must have been frightened out of his mind, just having survived a deadly attack in which he was grievously injured, and, you can't expect him to have totally perfect recall as to the minute-by-minute, second-by-split second, exact sequence of events - he is worried about his life, and what flashes before you then are the consequences to those who love and depend upon you. I grant him license to *IMAGINE* Brown putting his hand in his waistband, and it is understandable to me that Wilson could be mistaken (most likely surely mistaken) about what he actually saw versus what he imagined he saw based on his frantic excitement, and fear, along with what has probably been drilled into his head during his training and ever thereafter.

If I were on the jury, I would not have required that his statement about the hand reaching inside the waistband to be accurate, and I wouldn't necessarily hold that Wilson was making it up, either.

If you have never been in a true life-threatening situation, in which you truly believe you have but seconds to live and are about to experience a very painful and sudden death, then you just don't know how the mind works in those situations - you imagine things whether they are actual and in fact, or not.

Besides, I doubt that this one particular as to the sequence of events was pertinent to the decision not to indict - the big guy was clearly threatening the officer's life and had to be stopped, using deadly weapons, if necessary, which we must all admit, it was.

One more thing I must get off my chest - this whole confrontation could have been avoided if the big guy (and his sidekick) would have used the sidewalks for walking (as normal cooperating adult citizens do) instead of misusing the highway as a walk path - these streets, roads, highways, are the result of a lot more design and hard work so that they can bear automobile and truck traffic, and, it is absolutely unforgivable, and pompous disregard for normalcy, for anyone (except small and untrained children) to hog the center of a street instead of using the sidewalks.
There shouldn't have ever been much ado over this in the first place, if that big dude had just acted like normal, well-behaved, citizen.

I have seen self-centered arrogant pipsqueaks go around disregarding common rules for decent behavior, in which they feel like somehow they are above it all, like a king or some god or something, and it has always irked me - I agree that they shouldn't have to pay for it with their life, but, this giant escalated it himself, determined to enforce his "above-the-law" entitlement to the point of killing the officer who had no choice but to confront this blatant disregard for normal traffic regulations. It was their hogging the center of the street that forced the policemen to at least order them off to the side, and that was when the policemen noticed the cigars (or whatever) and wondered if they were suspects - no? No waking in the center of the road, no confrontation with the police- situation averted.

Traffic was snarled in both direction of Interstate Highway 580 near Lakeshore Avenue in Oakland as protesters walk on lanes Monday night following a grand jury's decision to not indict a police officer in a fatal Missouri shooting.

The California Highway Patrol issued a Sig-alert at 8:36 p.m. for traffic stopped on eastbound and westbound Highway 580.

Approximately 200 protesters walked on westbound lanes where CHP officers and vehicles assembled in a line.

Dozens people were seen climbing the center divide to eastbound lanes where officers were chasing them down. The freeway was cleared for a time, but at around 9:20 p.m., the protesters once again blocked traffic on westbound lanes.

Shortly before 10 p.m., police said all of the protesters had been cleared from the freeway, but there was still a large contingent gathered in the area just next to the freeway at the Grand Avenue off ramp.

Violence erupted in the St. Louis area overnight, leading to more than 80 arrests, as protesters fired more than 100 gunshots and burned and looted as many as 25 buildings and vandalized police cars in Ferguson, Mo., after a grand jury did not indict a white police officer who shot and killed an 18-year-old black man in August, authorities said Tuesday morning.

St. Louis County police released records early Tuesday showing 61 people were arrested in Ferguson on charges including burglary and trespassing. And St. Louis Mayor Francis Slay said 21 people were arrested in the city.

Heavily armed police fired pepper spray and smoke canisters to disperse the crowds of protesters. Police seized a .45-mm. automatic handgun as well. (Madfranks: a .45-mm auto handgun? ??? LOL)

"We have no loss of life, but I am disappointed the night turned out this way," St. Louis Police Chief Jon Belmar said.

Belmar said he heard more than 150 shots ring off in the night.

"What I've seen tonight is probably worse than the worst night we had in August," Belmar said.

Gov. Jay Nixon ordered more Missouri National Guardsmen to provide security at the Ferguson Police Department.

St. Louis County prosecuting attorney Bob McCulloch announced the decision not to indict Police Officer Darren Wilson on Monday evening. A grand jury of nine whites and three blacks had been meeting weekly since Aug. 20 to consider evidence in the fatal shooting of Michael Brown, 18. The panel met for 70 hours and heard from 60 witnesses.

McCulloch stressed that the grand jurors were "the only people who heard every witness ... and every piece of evidence." He said many witnesses presented conflicting statements that ultimately were inconsistent with the physical evidence.

"These grand jurors poured their hearts and soul into this process," he said.

Brown's family immediately issued a statement following McCulloch's announcement.

"We are profoundly disappointed that the killer of our child will not face the consequence of his actions," the family said. "While we understand that many others share our pain, we ask that you channel your frustration in ways that will make a positive change. We need to work together to fix the system that allowed this to happen."

Brown's mother, Lesley McSpadden, was sitting atop a vehicle when the decision was announced, and burst into tears and began screaming before being whisked away by supporters.

President Obama addressed the nation less than an hour after the decision was announced, pleading with protesters to remain peaceful.

"I join Michael's parents to ask anyone who protests this decision to do so peacefully," Obama said. "Let me repeat Michael's father's words: 'Hurting others and destroying property is not the answer. I do not want my son's death to be in vain.'"

But soon after McCulloch's statement, a crowd gathered in Ferguson and erupted in anger, throwing debris at police and knocking down a barricade after McCulloch's announcement. Several gunshots were heard on the streets.

The St. Louis County Police Department announced that shots were fired across from the Ferguson Police Department, though it was not immediately clear if anyone was injured.

The crowd converged on a barricade where police in riot gear stood along the street. They pushed the barricade down and began pelting police with items, including a bullhorn. Officers in armored vehicles lobbed canisters of irritants that made people's eyes and lungs burn, dispersing crowds after a police car was vandalized, business windows shattered and gunshots rang in the streets.

Protesters hugged a barricade and taunted police, sometimes with expletives. Some chanted "murderer." Gunshots were heard down the street and somebody threw a water bottle that bounced off a police shield.

Some in the crowd reportedly tried to stop others from taking part in vandalism and other violent reactions.

Early Tuesday, the FAA activated a temporary flight restriction over Ferguson for safety reasons. Only police aircraft would be allowed to fly over the area, the FAA said in a statement.

Wilson, 28, shot and killed Brown on a Ferguson, Mo. street following a scuffle on Aug. 9 as the teenager and a friend walked back from a convenience store. Brown's body lay in the street for four hours in the summer heat, and neighbors later lashed out at authorities, saying they mistreated the body.

According to testimony released by McCulloch's office Monday night, Wilson said Brown hit him in the face after a confrontation. Wilson drew his gun in fear that Brown would knock him out. Wilson said Brown nearly dared him to shoot Brown.

Wilson said he managed to pull the trigger, and the gun "clicked" twice without firing before a shot went through the window. Wilson said Brown stepped back and then looked at him with the "most intense, aggressive face."

"The only way I can describe it, it looks like a demon, that's how angry he looked. He comes back towards me again with his hands up."

Brown took off running and Wilson followed him. Wilson said Brown eventually stopped and approached him. Wilson yelled to Brown to get on the ground. Wilson alleges Brown kept coming toward him and put his hand under his waistband of his pants.

Wilson said Brown was looking like he was going to tackle him. Wilson then fired shots toward Brown's head, killing him.

The grand jury testimony includes the accounts of many witnesses whose names are not listed in the transcripts.

One testified that he was working in a nearby building and saw Brown leaning through the police vehicle window and "some sort of confrontation was taking place." He said a shot rang out and Brown fled as the officer chased him with his gun drawn. The witness said Brown stopped and turned but never raised his hands. He said Brown "ran towards the officer full charge." The officer then fired several shots, but Brown kept rushing toward him, the witness said.

The shooting triggered riots and looting in and around the Ferguson area, and police responded to protesters with armored vehicles and tear gas. Protests continued for weeks -- often peacefully, but sometimes turning violent, with demonstrators throwing rocks and Molotov cocktails and police firing smoke canisters, tear gas and rubber bullets.

At times, the debate surrounding the shooting has focused as much on authorities' response -- which also featured officers equipped with military-style gear, including armored vehicles, body armor and assault rifles -- as the shooting itself.
