I don't think it was called that (if the operation even had a name) but in 1999-2000 the CC companies were shutting down the accounts of companies that sold food for food storage (perhaps in an effort to thwart those who were running up their CC accounts with no intention of servicing that debt since 'the balloon is going up!').
