In Oz Dorothy attempted to sue her way back to Kansas and the Wizard told her to go get the conveyance (a broom in this case) of the wicked witch of the west. Since Dorothy had dropped a house on her sister the conveyance was required to show that she was free from all debts in Oz and therefore had the capacity to return to Kansas.

Dorothy ended up throwing a bucket of water on the witch which dissolved her and released her claim which then explains why there was no longer anyone in Oz to hold a grudge against her. Dunno if this applies in Ferguson but it works in Oz.
