Anyone ran across this site yet? Foreign psy-op?

I have been seeing articles posted on WRH the last few weeks from "whatisusa.info". Clearly the articles are written in another language then translated by Google, or another translator, which results in some very odd content. I used to be pretty good at digging to find the origin of a website, but have gotten rusty. Anyone more technically savvy than me care to dig a bit and find out whats up with this?
