Despite its own insurmountable indebtedness, Puerto Rico does not have the same option that every other American municipality has.
The District of Columbia is a municipality. The State of Texas is a municipality. All law that comes from government is municipal law. And a municipality is the officers that represent the 'city'. A municipality is required to attach territory to. So what you VIEW as Puerto Rico or the State of Texas is a CAPITAL CITY with territory attached.

They can hold a US passport, they can obtain welfare and many other goodies........but........they are not a state of the US and the don't pay taxes to the US.
And like I said before.......the head quarter for the IRS is in Puerto Rico......biggest secret in the world......why is that?

Because at the time the feds were forbidden to conduct their commercial activities within the several States. They have gotten bolder in more recent years.

The CIA Factbook website states that the "50 states and one district*" are "administrative divisions" of the "US". That tells ya everything ya need to know right there.

This situation dates from June 20th - 24th, 1948 when Harry S. Truman unconstitutionally signed into public law a bill while congress was on a major break. He then called them back into emergency session (no particular emergency around that period) and the 'representatives' of the several States did not call him on his impeachable act.
All this happened prior to my date of nativity so any action I take in response is nunc pro tunc.
