Fly over an area which ISIS occupies and drop leaflets saying: "Evacuate this area immediately OR ELSE; in x number of hours no living creature will survive (in this area)." Then hit that area with a neutron bomb precisely when announced. Do just like the USG did to Japan at the end of WW2, "If those TWO bombs didn't convince you to surrender we have more."

Of course this is a pipe dream since we all know that ISIS is state sponsored terrorism involving the usual suspects.
