What would the normal reaction be to seeing a military roundup of your neighbors? This is what they'll be "simulating". They want somebody to react.
Or maybe it's not a simulation, and all the freedom lovers will be extracted in full view as neighbors cheer for the troops. After all, it's just a drill. Never mind that a Chinese family is moving into retired ex-Sgt Bob's house a week after they extracted him.
