The suspect was wanted for shoplifting prior to running randomly into this poor family's home. This is how cops are trained to respond now.

Shoplifting at wal mart? Do they even have anything of value there? I dont see where they told what he was stealing. Probably grabbed a candy bar on the way out. How much could he have stolen to cause a home to be destroyed?
Then we have the 19 hr stand off with police. That cost the tax payers some money. With all the OT and stuff I am sure in excess of 10k. From the looks of he home probably 50-80k in damage so we are approaching 100k in costs to apprehend this criminal that we dont even know what he stole.
Meanwhile you come home to your home being broken into and the cops come out, fill out the paperwork and tell you to call your insurance company. No fingerprints, no investigation, nada. But steal a candy bar and all hell breaks loose.

According to the po-po, the guy had a hand gun and the I think the home owner reckons $200K+ damage from earlier reports.

I have seen a raids with the extreme show of force.
All it will take is just two concerned neighbors to finally breakbad and there will be 5 -7 of them taking dirt naps before they even realize they are getting ambushed

This quote is telling. Even insurance agencies want no part of government actions...

If the homeowner had any insight he might have sent the policy enforcement division (or sheriff as the case may be ... or both) administrative notice that he ran no disreputable house and that should any of his estate be damaged in any law enforcement action the city/county would be responsible for treble damages.
He might still do this in a manner called nunc pro tunc ... now for then ... In other words you predate the letter to the period of time when you should have done this action (called NOTICE). You follow this up in 10 days with notice of fault and when they don't respond you send notice of default. Then just go ahead and have the house fixed, pay for it and send 'em the bill (x3).
In previous eras these type of incidents would have been handled by the oath and bond. The bond would be in some penal sum and the oath was subscribed on the reverse (the private side) of the bond. Most bonds might have run between a grand and five grand which would not cover much damage these days. Also, the number of people willing to stand for office would be both greatly limited by this qualification as well as limited to those wealthy enough to come up with the assets to create the bond. So now-a-days cities and counties have blanket insurance policies for all employees. When you take on the liability of a county/municipality you go after the insurance money and when enough 'hurt' is placed on the insurance company they will no longer want to underwrite the policy and the entity effectively goes bankrupt or out of business ... except they don't and just pretend to be responsible.
