When he recalled the jet fighters sent by the sixth fleet to rescue the Liberty, LBJ commented "I will not embarrass our friends". LBJ really did owe Israel everything. Apparently the only source of this info about the Russian destroyer (not spy ship) is from USS Liberty surviving crew member James Ennis, there is no collaborating info from any other source including the Russians.
