While this sounds like bad news to racist white people, it is just an expression of the values of the people of Baltimore. Settling disputes peacefully and enforcing the law are white values--African-Americans have different values. As Baltimore becomes more in tune with African values, the whites will leave, and people of color can finally live free of the oppressive white power structure of "law" and "order."
