View Full Version : Community leader discourages protests to LMPD shooting

LOUISVILLE, Ky. (WHAS11) -- A West Louisville community leader is discouraging civil rights activists from using a fatal police shooting as a flashpoint for protests.
"Some people would take this and run with it," said Neal Robertson, the Coordinator of the West Louisville Urban Coalition.
Surveillance video captured by Smoker's Smoke Shop at the corner of 4th and West Oak Street shows the assault suspect, Deng Manyoun, attacking ten year police veteran Nathan Blanford with a flag pole. Blanford opened fire on Manyoun, 35, shooting him, twice.
The day after the shooting, an impromptu meeting of civil rights activists questioned why Blanford didn't find a way to stop Manyoun without killing him.
"The bottom line is, it's about whose lives are valued and that's what's so disturbing about all of this," one speaker said at the meeting.
Yet Robertson is calling for an end to Ferguson or Baltimore-like protests in Louisville before they begin.
"They'll take it and wait for the CNN's to come, wait for the looting to come, wait for the rioting to come just so they can be a part of - shall I say - an activism," Robertson told WHAS11.
Blanford has been placed on administrative leave pending the investigations from the Public Integrity Unit and the Public Standards Unit, which is standard LMPD procedure. The PIU conducts a criminal investigation, then turns its findings over to the Commonwealth's Attorney. The PSU performs an internal investigation to evaluate if any department policies were violated or need reviewed.
More information about the shooting is expected mid-week after officials interview Officer Blanford for his account.
One day before the shooting, Robertson led a community discussion with Metro Police. He said the surveillance video shows it does not justify a protest of Metro Police.
"Absolutely not. Absolutely not," Robertson said. "He just didn't shoot the young man. He shot him because the guy had a pole and was swinging the pole at him."
Robertson's reaction to police critics are an echo of statements made by Louisville Mayor Greg Fischer Monday in a radio interview Monday morning.
"You can see how quickly this took place," Fischer told host Joe Elliott on WGTK Radio. "... and a lot of people kind of fictionalize reality and think it's like a Hollywood movie or something, where you got a superhero and you can make all these split second decisions, and go from this crisis to another crisis."
"But people just need to put themselves in that officer's position or if they were being attacked by somebody in that position," Fischer continued, "and say, this is something that happened literally in four to five seconds."
Fischer said the video contradicts some witness accounts that suggest the officer had other options.
"You saw some witnesses giving a very different description of reality," Fischer said. "Or what they perceive as reality and then they saw the video and said, 'Well, the video camera is not lying.'"
Fischer said there is heightened sensitivity after police-involved deaths in Ferguson and Baltimore.
"Clearly there is some questioning and lack of trust," Fischer said. "I don't feel that too intensely in Louisville, to be honest with you. There are - there is a small group of people here who are constantly questioning and that's fine."
Despite his defense of the officer, Fischer says the department is in "the middle of the investigation," and has to see "where the facts lay out."
"What you are going to continue to see from us is here is an explanation of what took place, here's how the facts are going to be gathered, here is what the next steps are in the process," Fischer said.

LOUISVILLE, Ky. (WHAS11) -- Louisville Metro Police Chief Steve Conrad has identified the officer involved in Saturday's fatal shooting in Old Louisville.
Officer Nathan Blanford is a patrol officer for LMPD's 4th Divison. He's been on the force since 2005. Blanford was responding to an assault call in the 300 block of West Oak Street just after 2 p.m.
Police said a man, later identified as 35-year-old Deng Manyoun, grabbed a woman's purse, threw her cell phone, and began to punch her.
Officer Blanford caught up with Manyoun just outside of Smoker's Smoke Shop at the corner of 4th and West Oak Street. Video surveillance obtained from the store shows the officer pull over and approach Manyoun about the alleged assault.
Manyoun appears to become increasingly agitated with Officer Blanford during their brief conversation. He walks out of video frame swinging his arms. Officer Blanford follows the suspect and then suddenly reaches for his gun as he appears to radio back to dispatch.
Manyoun enters the frame again -- swinging a metal flag pole at the officer. The video shows Blanford back away from the man but Manyoun chases after him.
Blanford fired his gun, shooting the man twice. The man was transported to University Hospital where he later died from his injuries.
"It would appear to me -- based on my view of the video -- that he felt threatened, that his life was in danger. There is a man swinging a seven or eight foot metal pole at him," said Chief Conrad. Conrad said it was too early to speculate if the shooting was justified, adding that he was offering insight based on his 35-years of experience in law enforcement.
"We cherish the importance of human life. The last thing any officer wants to have to do is take a life," Conrad said.

Louisville Metro Police has released surveillance video in an officer-involved shooting as an effort to increase transparency.



LMPD's Use of Force Policy gives officers an escalating scale of options when it comes to using force. Depending on the circumstances of the situation, officers don't have to follow the scale from bottom to top but the degree of force used must be reasonable. Chief Conrad noted that officers are not required to let the suspect hit them first or gain an advantage.
"Under our policy, officers are permitted to use whatever force is reasonable to protect others or themselves from bodily harm," explained Conrad.
The levels of control are officer presence, verbal direction, soft empty hand control and restraining devices (a control hold or handcuffs), chemical agent and CEW (using pepper spray or a Taser), hard empty hand (physically striking or kicking a suspect), impact weapon (using a baton), and deadly force (using a firearm or an impact weapon in a deadly spot).
Chief Conrad said during a Sunday press conference that the suspect did hit Blanford with the pole, but the officer did not have to be hospitalized. Due to the ongoing investigation, Conrad said he was unable to elaborate on any injuries the officer may or may not have incurred.

Conrad said dash cam footage from Blanford's police cruiser, as well as other video collected by detectives, will be made public at a later date. As of Sunday afternoon, the video had not been extracted from the officer's vehicle.
Police said the woman from the initial assault had no relationship with Manyoun. Conrad said the woman was walking down the street when the assault occurred. A bystander intervened and called 911 – providing officers with a description matching Manyoun. The female victim was treated and released at the scene.
There have been 17 shootings involving LMPD officers since Chief Conrad took office in March 2012, four this year. Officers were exonerated in eight of the shootings, one officer resigned with charges pending, five cases are still under investigation, and two have been cleared by the Commonwealth Attorney's Office – but are still being further evaluated with internal investigations. Six of the 17 shootings were fatal.

I live in that city for a few years ... they are calling for the cop to be charged with murder , I am waiting for them to rob and do the things that we have seen in other shit holes citys

Same policy as any open or concealed carry person. Story sounds legit, officer did his job well.
