Poor David Sweat. Here he thought he was shot because he was an escaped convict. Instead he was shot for attempting to flee the colony without a license.

You should note however ... the license is for the master of the ship (public conveyance) and not the guy wanting to leave.

Then there is the marriage license ... permission for the minister and not necessarily required by the other parties.
