It is hard to deviate from the language that creates an entity. If the District of Columbia was created ON THE POTOMAC then that is where it must still be found ... although I find it hard to imagine that river being 10 miles wide at any point except during a 10,000 year flood.

Actually that's a good point. I would love to see a lawyer argue this in court somewhere. Although, with the current supreme court ruling that "established by the states" means "not established by the states," I wouldn't hold my breath for any logical ruling.
