(CNN)The Russian military appears to be attempting to set up a forward operating base in western Syria, the U.S. government says, deepening concerns about Moscow's intentions in the war-torn nation.

"We have seen indication in recent days that Russia has moved people and things into the area around Latakia, and the airbase there," Pentagon spokesman Capt. Jeff Davis said Monday.
Latakia, a port city on Syria's Mediterranean coast, is in an area controlled by the forces of Syrian President Bashar al-Assad, a close Russian ally.
The United States has been monitoring Russia's recent movements of military personnel in Syria with unease.

Kerry's warning to Lavrov

Last week, U.S. Secretary of State John Kerry called Russian Foreign Minister Sergei Lavrov (http://www.cnn.com/2015/09/09/politics/russia-syria-military-buildup-kerry-lavrov/) to warn him that Moscow's reported troop buildup in Syria could intensify the vicious civil war there.

The Pentagon on Monday declined to disclose specific intelligence on what it had observed around Latakia, but Davis said the U.S. military hasn't so far seen Russian fighter jets, helicopters, or gunships arrive in the area.
He said the movements are "progressing on a daily basis."
The news agency Reuters cited two unidentified U.S. officials as saying that Russia had positioned about a half dozen tanks at an airfield near Latakia.

Russian intentions murky

U.S. officials have been trying to determine the true intent behind the Russian moves in Syria.
They say the possibilities range from preparations to attack positions of the militant group ISIS to the more likely scenario of attacking moderate rebel forces who are fighting al-Assad's military.
Another possibility is that the movements are advance efforts to help Russia influence events inside Syria if al-Assad's regime falls.
Russia's Foreign Ministry said last week that there are "Russian military experts in Syria who are instructing (the Syrians) on the use of the military systems being delivered" to al-Assad.
Russia "has long been supplying arms and military equipment to Syria in accordance with bilateral contracts," the ministry said.
Russian President Vladimir Putin said Tuesday that Russia is supporting the Syrian government in its fight against ISIS' "terrorist aggression."
"We've been providing and will be providing all necessary military-technical assistance and we call on other countries to join us," he said in comments aired on Russian state TV from an event in Dushanbe, Tajikistan.
"If Russia hadn't been supporting Syria, the situation there would be worse than in Libya and we would see more refugees," Putin said.

Differing goals in tangled conflict

The complex Syrian conflict has raged for more than four years, taking the lives of more than 200,000 people.
Rebel groups have been trying to defeat al-Assad's forces, but he has been able to retain his grip on parts of the country with help from Iran and Russia.
The Sunni Muslim extremists of ISIS have capitalized on the chaos, imposing their brutal rule on large areas of northern and eastern Syria.
Both Moscow and Washington are opposed to ISIS, but their broader aims differ.
A U.S.-led coalition is conducting a bombing campaign against ISIS positions in Syria and Iraq.
The United States has also been offering limited support to moderate Syrian rebels in the fight against ISIS. Those rebels, though, are also trying to drive out al-Assad, whom U.S. President Barack Obama has called on to step down.

Backing al-Assad 'not a winning strategy'

On Monday, the U.S. ambassador to the United Nations said Russia's support for al-Assad "is not a winning strategy."

Davis, the Pentagon spokesman, said Monday that U.S. officials are concerned about increased air traffic in the skies above Syria.
He noted, though, that incoming Russian flights have so far followed civilian routes, which are already clear of coalition operations in Iraq and Syria.

Russia is doubling down in its support of Syrian President Bashar al-Assad. In an effort to prop up the Syrian government, and secure its own interests in the region, Russia is establishing (http://www.businessinsider.com/russia-is-expanding-its-presence-in-the-middle-east-2015-9) its "most significant" military foothold in the region since the days of the Cold War.
As part of this push, Russia has taken over the main international airport in Damascus and is airlifting tons of supplies, soldiers, and armaments including tanks into the country.
At the same time, Russians are building another base in Latakia, the ancestreal heartland of Assad.
So far, Moscow has deployed around a half dozen T-90 battle tanks in Syria, The New York Times reports (http://www.nytimes.com/2015/09/15/world/middleeast/russian-moves-in-syria-widen-role-in-mideast.html) citing American military specialists. The tanks are currently being stationed at airfields throughout the country.
Reuters reports (http://www.businessinsider.com/us-officials-russia-is-positioning-tanks-at-a-key-syrian-airfield-2015-9) that Russia has placed seven T-90s by an airfield in Latakia. The tanks are currently defensively deployed, but that could change as Russia continues to fly more equipment and personnel into the country.

The T-90 tank is Russia's second-most recent tank. It first entered service in the Russia military in 1992, and Russia began exporting the vehicle in 2004. As of 2007, Russia only had around 200 T-90 tanks within its armed forces. As such, the deployment of over a half dozen of the tanks to Syria is a fairly large move.
According to Army Technology, the T-90 is heavily armed (http://www.army-technology.com/projects/t90/) with a wide variety of rounds. The tank comes with one main turret that can fire armor piercing rounds, high-explosive anti-tank rounds, and shrapnel projectiles. In addition, the vehicle has an anti-tank guided missile system and a mounted machine gun.

Defensively, the tank has both conventional and reactive armor shielding as well as various jamming tools that make it difficult to enemy's to lock onto the tanks position.
Altogether, the T-90 is an extremely capable vehicle. Aside from Russia's brand new T-14 Armata tank (http://www.businessinsider.com/russia-can-barely-afford-its-new-tank-2015-7), which has yet to enter mass procurement, it is Russia's latest and most capable battle vehicle.
In addition to the T-90s, the Times reports that Russia has also moved in howitzers, armored personnel carriers, and artillery into Latakia.

Kerry said Russian Foreign Minister Sergey Lavrov had proposed the consultation in a phone call on Tuesday and that the White House, Pentagon and State Department were considering it. Kerry suggested that he favored such an idea, noting that the United States wants a clear picture of what Russia's intentions are in Syria following a recent military buildup there.
Lavrov proposed a "military-to-military conversation and meeting in order to discuss the issue of precisely what will be done to deconflict with respect to any potential risks that might be run and have a complete and clear understanding as to the road ahead and what the intentions are," Kerry told reporters at a joint State Department news conference with South Africa's foreign minister.
"You have a conversation in order to do that," Kerry said. "It is vital to avoid misunderstandings, miscalculations (and) not to put ourselves in a predicament where we are supposing something and the supposition is wrong."
Kerry said Lavrov had told him that Russia was only interested in confronting the threat posed by the Islamic State group in Syria. But Kerry stressed it remained unclear if that position would change and Russia would mount a defense of Syrian President Bashar Assad who the U.S. believes must leave power.
"Obviously, there a questions about that," he said. "I am not taking that at face value."
However, he added that if Russia is only focused on the Islamic State group then it remains a potential partner in pushing for a political transition in Syria. "If Russia is only focused only on ISIL and if there is a capacity for cooperation ... there still is a way to get a political negotiation and outcome," he said.
Kerry also said he had spoken on Wednesday with Israeli Prime Minister Benjamin Netanyahu who office announced earlier that he would visit Moscow next week to discuss Syria with Russian President Vladimir Putin.
His comment come as Russia's military buildup in Syria has perplexed the Obama administration and left it in a quandary as to how to respond.
In his call with Lavrov on Tuesday, his third in 10 days, Kerry said he sought clarity about Moscow's moves and warned that Russian support for Assad "risks exacerbating and extending the conflict."
In the afterglow of the Iran nuclear deal, which was hailed by the Obama administration as the kind of diplomacy that can be achieved when Russia and the United States cooperate, U.S. officials had hoped for a change in Russia's position about Syria, potentially even enlisting its support to move Assad out.
Moscow's latest actions, however, have taken many by surprise and further muddied efforts to fight Islamic State militants while trying to promote political transition in Syria.
In recent days Russia has sent about a half-dozen battle tanks and other weaponry — along with military advisers, technicians, security guards and portable housing units — to Syria with the apparent goal of setting up an air base near the coastal town of Latakia, a stronghold of the Syrian president.
U.S. officials say Putin's intentions in Syria, particularly in the medium- to long-term, remain a mystery.
"The decision-making process in that country is rather opaque," White House spokesman Josh Earnest said of Russia, adding that Moscow has long used Syria as a "client state."

Russia aligns itself with the Assad regime, that have every reason in the world to attack the Islamic State troops. Meanwhile US talks Turkey into saying that they will attack IS, but in fact they only attack Kurdish forces fighting the IS, while secretly shipping arms to IS. U.S. strategy against IS is similar to the strategy employed towards the Taliban/Al Qaeda in the 80's. And that turned out nicely...

Russians are not liked very much by arabic muslims. They better always watch their backs.

I think Assad is one of the tribe....he doesn't look arabic at all..........in fact he looks Caucasian.

All of those country's have had dealings with Russia from the 50's in some degree or other, to the present!

Back then they all were armed with Soviet weapons!

During the chess game called the cold war back in the day and in that area and for some the involvement has never ended.

And the region was used as a real time weapons testing ground for the west vs Soviets hardware!

Syria is the last in that region I'm thinking?
