Culture has a huge influence on the behavior of individuals belonging to that culture. I know black people that subscribe to the tenants of my culture rather than those of the inner city street ape. Since we have cultural commonality, I have no problem relaxing around them, and showing respect, even enjoying their company. Regardless of color, if I see some dumbfuck wearing his pants like the photo above, I know he subscribes to a violent, ignorant culture and should be treated with suspicion and disdain.

Culture says more about people than color, but for the most part, birds of a feather flock together.
