First of all the statute you quoted does not apply to the fifty states. Congress is prohibited to legislate in the fifty states.
Secondly, transporting people, newspapers goods, etc., for hire is commerce. The states can and do require a licence to drive (operate a motor vehicle in commerce). Operating in commerce is a privilege, not a right. How ever you have a right to travel that cannot be licensed, taxed regulated or taken away. There are numerous Supreme Court cases on this topic.

When I stopped the employer from taking taxes out of my paycheck, I had signed the W4. It was at this point I told him he was now violating 42usc 1983 and I could take him to civil court and get a large sum of money from him for deprivation of Constitutional rights.
