UNICEF – About 700,000 children in Donbass, Eastern Ukraine, could freeze to death
17th November 2015

The lives of children and other vulnerable groups in the Donbass region is under threat because of the onset of cold weather. This was announced by the UN Children’s Fund (UNICEF). “The lives of some 700,000 children and other groups of people will be at risk unless the water-supply network is repaired in the affected regions, ” UNICEF said in a statement.

William Fellowes, the representative of the organization in Ukraine, said that the supply of water in the regions of Donetsk and Lugansk is difficult due to damage to water pipes and other infrastructure during the conflict. There is a good chance that in winter, the water supply system will freeze, leading to failure of heating systems.’

This is no BS. Due to Soviet central planning virtually all cities in all former Soviet countries rely on domestic water heating/space heating from a central plant which circulates hot water on a city-wide pipe system. Not only will they be lacking space heating they will also lack hot running water since the very same line supplies both. Although I have no idea it's possible the cold running water is kept from freezing in the lines by the parallel circulating hot water system which would mean they are at risk of losing their cold running water as well. One thing for sure, if the hot water system that was designed to be kept circulating during the winter months ends up with a lot of broken pipes due to freezing it will be quite an undertaking to get it back to 100%.
