PARIS (AP) -- It's the option climate negotiators here are loath to talk about.
What if they fail to curb global warming and the environment gets so dangerous that someone decides to do something drastic and play mad scientist? Should nations purposely pollute the planet to try to counteract man-made warming and cool the world? Scientists are pretty sure they can do it, but should they?
The issue is called geoengineering — purposely tinkering with the planet as opposed to the unintentional warming that's happening now. The most talked about and advanced method involves putting heat-reflecting particles high in the air, but there also have been proposals to seed clouds other ways, put mirrors in space and seed the oceans with iron.
Scientists noticed a temporary but pronounced cooling after the 1991 eruption of Mount Pinatubo in the Philippines. What's in mind would be, essentially, an artificial and constant man-made volcano with material released by aircraft or cannons.
No one is talking about doing it — yet. But some scientists want to study it to find about side effects and other issues. And earlier this year, the U.S. National Academy of Sciences said small-scale and controlled experiments could be helpful to inform future decisions.
Even geoengineering's most ardent research supporters aren't proposing it instead of cutting back heat-trapping emissions from burning fossil fuels. But they say someday it may be needed. However, it doesn't solve all climate change problems, just the temperature part.
Stanford University climate scientist Ken Caldeira isn't advocating seeding clouds with sulfur particles any time soon, but he does fear a failure in climate talks and believes that at some point in the future, drastic options will look more palatable. He thinks scientists need to prepare now.

"I think of it as kind of symptomatic relief," Caldeira said in an interview on the sidelines of the U.N.-led Paris talks. "I'm thinking like morphine for the cancer patient."
But others inside the negotiations shudder at even talking about the issue.
"The emissions and the climate change that we're causing with that is already a massive experiment on our world that we don't really know the outcome of," said U.N. Assistant Secretary-General Janos Pasztor. "So I don't think we should start another set of experiments and go into geoengineering. I think we should get our act together and reduce our emissions."
Joe Ware, a spokesman for the faith group Christian Aid, was even more blunt.
"It's probably playing God a bit too much for the faith community," Ware said Friday. He said the world needs more wind farms and solar power instead.
Harvard scientist David Keith has been working on plans to test what he calls solar geoengineering in the atmosphere at a very small scale. Year one would involve balloons putting small amounts of sulfate in the air and tracking changes and side effects. Although he has received interest from private individuals, he has been unable to get the federal government to pay attention, he said.
"You can't uninvent this technology," Keith said. "The next generation of our kids will make decisions about this as we deal with climate risk, whatever we do. If we decide not to have a research program, we give them the gift of ignorance."
One problem, Keith and others said, is that there are no rules, nationally or internationally, that tell people what they can or cannot do. Pasztor said there are no plans for any international bans of the idea.
Marcia McNutt, the former U.S. Geological Survey chief who was tapped to be the next head of the National Academy of Sciences, led an academy panel that looked at the issue and recommended very cautious and small-scale research.
She said that someday a nation in crisis, such as in a long-term devastating drought, might feel the need to do something. But, she asked, what if it hurts other nations?
Jeffrey Sachs, director of the Earth Institute at Columbia University, said there's "just a plethora of dangerous and unsolved problems that makes (geoengineering) very, very unattractive."
Putting sulfates in the world is a "tremendously bad idea," and is a huge gamble for the world, Sachs said.
Dana Fisher, director of the University of Maryland's Program for Society and the Environment, said "geoengineering seems very American to me." That's because it's an option that doesn't seem to involve sacrifice or change and takes advantage of technology.
"Technology makes us happy and sets us free," Fisher said. "But there are unintended consequences."

For years working in the industry I was always on the lookout for anything indicative of a sprayer system. I had a little doubt about the chemtrail story because I never saw evidence of a sprayer system in all the years I worked on airplanes. It didn’t dawn on me it would be removable. This system is made so that it can be installed quickly, used, and then removed as desired. When not installed, the aircraft can be used as a normal 737 cargo plane. The system can also be moved from one aircraft to another. Main cabin windows are held in by just a few screws. If I remember correctly, it is eight screws per window. Then put the other window plugs in. I have been told there is also accommodation for releasing a fluid tank from the drain for the deactivated aft lav. This is a 737 cargo plane that has been converted from a passenger plane. They are very common. The workers at the facility saw this thing on a test run in front of the hangar. Water was used in the test. It came out of the sprayers in a fine mist. If sprayed from several thousand feet, people on the ground would never know they had been sprayed.

It was just a matter of time before Eugenics met Climate Change. Even if it sounds like science fiction and absurd speculation, the discussion is taking place now in scientific circles.
In fact, this is the ultimate application of science to the human condition. For instance, designer babies might be genetically engineered to be smaller as adults: This would proportionally reduce their carbon footprint.
Or genes might be inserted to improve night vision. That would allow nighttime lighting requirements to be reduced, thus saving boatloads of energy and reducing carbon.
Other ideas are increased body hair could keep you warm in the winter to save on heating oil and less intelligence so you wouldn’t be so tempted to be greedy and over-consume earth’s resources. Well of course: Everyone knows that simple-minded people don’t have strong materialistic aspirations.
Somebody might even get the idea to combine all these traits at once to suggest the ideal human design to fight climate change: short, hairy, simple-minded with cat-like eyes to see better at night than in the daytime. Can you imagine a world full of Ewoks?

This stuff is so disturbing that even the United Nations – the global home of climate-change religion – is warning against it. (http://www.un.org/apps/news/story.asp?NewsID=52172#.VhamoxNVhBc) Apparently, people at the U.N. are tracking this discussion and are alarmed. In a recent press release, the U.N. stated,
5 October 2015 – Warning that rapid advances in genetics make “designer babies” an increasing possibility, a United Nations panel today called for a moratorium on “editing” the human genome, pending wider public debate lest changes in DNA be transmitted to future generations or foster eugenics.
While acknowledging the therapeutic value of genetic interventions, the panel stressed that the process raises serious concerns, especially if the editing of the human genome should be applied to the germline, thereby introducing hereditary modifications.
“Gene therapy could be a watershed in the history of medicine and genome editing is unquestionably one of the most promising undertakings of science for the sake of all humankind,” the UN Educational, Scientific and Cultural Organization (UNESCO (http://www.unesco.org/new/en/unesco/)) said in anews release (http://en.unesco.org/news/unesco-panel-experts-calls-ban-editing-human-dna-avoid-unethical-tampering-hereditary-traits) on a report by its International Bioethics Committee (IBC).
But the IBC added: “Interventions on the human genome should be admitted only for preventive, diagnostic or therapeutic reasons and without enacting modifications for descendants.” The alternative would “jeopardize the inherent and therefore equal dignity of all human beings and renew eugenics,” it said.
This is not the first time that a UN body has raised such concerns. In 2010, UN chief Ban Ki-moon said that “as we develop technologies that enable us to make life-or-death decisions, we need a shared, value-based approach to what are fundamentally moral questions.”
In 2004, former Secretary-General Kofi Annan questioned whether such processes might promote a world dominated by eugenics like that imagined by Aldous Huxley in the novel Brave New World.
“The greatest fear is that we may be trying to ‘play God,’ with unforeseeable consequences, in the end precipitating our own destruction,” Mr. Annan warned then, asking whether the dangers outweigh the benefits and where the line should be drawn between what is feasible and what is desirable or ethical.
In today’s report IBC, comprising scientists, philosophers, lawyers and government ministers, noted that recent advances have opened the door to genetic screening and testing for inherited diseases, gene therapy, the use of embryonic stem cells in medical research and the possibility of cloning and genetic “editing” for both medical and non-medical ends.
It noted that scientists and bioethicists are calling for a wider public debate about the power of science to modify genetically human embryos in the laboratory, so as to control inherited traits, such as appearance and intelligence.
A new genome “editing” technique called CRISPR-Cas9 makes it possible for scientists to insert, remove and correct DNA simply and efficiently, IBC added. It holds out the prospect of treating or even curing certain illnesses, such as sickle cell diseases, cystic fibrosis and some cancers. But germline editing can also make changes to DNA, such as determining a baby’s eye colour, easier for scientists working with human embryos, eggs and sperm.
The report also cautions against the hidden danger of do-it-yourself genetic testing, saying that consumers who tested their own DNA using so-called Direct-to-Consumer (DTC) kits bought online, needed professional genetic and medical counselling to understand and act on the results. It called for clear regulations and information for consumers about such tests.
UNESCO member States adopted the Universal Declaration on Bioethics and Human Rights in 2005 to deal with ethical issues raised by rapid changes in medicine, life sciences and technology. It states lists the human genome as part of the heritage of humanity, outlining rules that need to be observed to respect human dignity, human rights and fundamental freedoms.
However, methinks the lady doth protest too much. The U.N.’s dream of Sustainable Development is precisely a Brave New World. As Aldous Huxley penned that book in 1932, he was looking straight in to the face of the Technocracy movement that was sweeping both the U.S. and Germany.
Even though Huxley well-understood Scientific Dictatorship when he saw it, I expect that even he would agree that sometimes truth is stranger than fiction.

When I used to watch these things there are clearly 4 trails from each jet which look to be coming directly from the engine exhaust. They have some sensor that detects a sprayed area and it gets shut off, once it clears up they start spraying again. I also noticed they can have different combinations from each engine area, different chemicals at different times.

Just wondering if anyone thinks there are actual pilots in these jets or complete remote control?

1) Local Political & Legal Ramifications


Because small scale weather modification (e.g., cloud seeding) may promote rain in one area to the detriment of another, weather modification could result in inter-state (including Indian Tribes) litigation or private citizen litigation against the modification programs.
The legal and liability issues pertaining to weather modification, and the potential adverse consequences on life, property, and water resource availability resulting from weather modification activities, must be considered fully…”

2) International and Foreign Policy Implications


Small and large scale (e.g., hurricane) weather modification efforts could benefit the United States to the detriment of other countries (such as Canada or Mexico).
Given global weather patterns, whether one country “owns” its weather so as to assert intra-border control with extra-border consequences, must be considered under present international conventions…”


There are a wide variety of experimental weather modification programs that are ground-based or use small aircraft both in the United States and other countries. The aviation impacts of persistent jet contrails and the man-made clouds and haze they produce, change our micro-climates, local weather, and worldwide climate. Aviation also exacerbates climate change and global warming along due to a jet engine byproduct of water vapor, a highly potent greenhouse gas and highly toxic jet fuel emissions impacts. These persistent contrails fall under the broad Geoengineering, Solar Radiation Management, and Climate Remediation definitions.) Atmospheric & Upper Atmospheric Testing
In addition, there are atmospheric and upper atmospheric testing programs, many in connection with NASA, some universities, and the U.S. military. Many of these experiments are conducted using various types of atmospheric rocket releases. Geoengineering (Climate Remediation or Solar Radiation Management Experiments), along with a wide variety of other proposed and experimental Geoengineering schemes, descriptions of which can be found on this website, are now being heavily promoted and funded for future experiments.
It is alleged that some of the toxic particles used in experimental atmospheric testing programs by the U.S. Air Force and U.S. Navy (like aluminum oxide), in conjunction with NASA, private companies, universities, and wealthy individuals are already showing up in drinking water samples across the United States. It is possible that the high level of aluminum being found in the U.S. and whales, around the world, may come from atmospheric and upper atmospheric testing like the U.S. Navy/NASA CARE (Charged Aerosol Release Experiment), conducted in 2009.
Some of these experimental, ongoing programs, and planned experiments may cause a decline in agriculture crop production, exacerbate declines in tree health, and add toxic chemicals to our air, water supplies, and soils. Just the use of salt particles to make make clouds whiter and more reflective (one of many funded geoengineering schemes), and the Dead Sea salt used in some Weather Modification Programs in Texas), will cause our fresh water supplies, snow, and soils to become salty. The continued use of salt particles in clouds will make productive crop producing soils unusable for agriculture and change fresh water to salt water. The results will be long-lasting and will affect trees, birds, mammals, fish, watersheds, pollinators, crop production, and fresh water rivers and streams.
These atmospheric programs and experiments, along with the chemicals used in these programs, may have a negative impact on crop production in the United States. When combined with genetically modified seeds and herbicides, pesticides, and insecticides the consequences are profound and unlimited due to a lack of public oversight, consent or notification policies. Honey bees and other pollinators are feeling the heavy negative impact of our escalating experiments. We encourage everyone to learn more about these topics.
Atmospheric and upper atmospheric testing continues without public oversight or consent and with little, if any, public notification. Now “Global Geoengineering Governance Rules” are being developed to decrease the amount of direct sunlight reaching the Earth (Solar Radiation Management), on a planetary scale. The use of toxic chemicals and other upper atmospheric particle releases (using gases mixed with water vapor from jet engine combustion to form the right particle size), like sulfur or aluminum oxide (alumina), particulates or gases are being planned without public consent or oversight. (Descriptions of these experiments are listed in the Geoengineering Sections of this website.
U.S. House Science & Technology Hearings on Geoengineering
There have been three hearings by the U.S. House of Representatives Science & Technology Committee (in conjunction with UK Parliament hearings), since November 5, 2009 (two in 2010). Testimony has only been from those, for the most part, promoting Geoengineering. The Final U.S. House Science & Technology Report was released on October 27, 2010. You will find the exact text and testimony online or in the Geoengineering Section in this website.
Agriculture, Biofuels, & Genetically Modified Experiments
More and more agriculture lands are being converted to biofuels leaving less land and less food to feed a growing population. The U.S. Department of Agriculture is promoting using our best agriculture lands for biofuel crops and GM experiments. With less food being grown food costs are escalating across the United States. The U.S. is sharply reducing its ability to supply enough food to feed its citizens and is increasingly relying upon food imported from other countries to cover the increasing shortfalls. In addition, food and pests are arriving here from foreign countries and there are few inspectors who are keeping our food and lands safe from these ever-increasing threats; whether chemical, biological or genetically modified. The U.S. Department of Agriculture has the responsibility to test or foods and to inspect for pests and yet Congress has been undermining this process for years through reductions in staffing, funding, and testing mandates.

Welcome to the Weather Modification Section of the ADC Website


Weather modification has been ongoing for decades in the United States. It was perfected during the Vietnam War leading to the ENMOD Treaty signed by the United States. However, this has not stopped a whole host of weather modification programs and experiments being initiated or are now ongoing in the United States and with increasing frequency in many foreign countries.
The profound impact of these ever-increasing and highly sophisticated weather experiments and programs are radically changing our climate and local weather conditions in many areas. Your local weathermen are not reporting these events leading many to believe that some man-made weather is either extreme or unusual...thus, the public is unaware of many of these programs.
These exponentially growing programs have no government or public oversight, limited oversight in a very few states which allow them, and no government or public oversight or consent for the rest of them. These programs change the climate, the micro-climates needed for watersheds, negatively impact tree health, and agriculture crop production. NOAA lists some of these programs but most are not listed due to their experimental nature, military classification, university experiments, and failures to notify NOAA by various states, counties, cities, weather modification companies, and private individuals and corporations who may all modifying your weather.


Your local weather forecasters either don't know about or deliverately won't report on ongoing experimental weather modification programs letting the public believe that the weather that they are experiencing is unusual or extremem without identifying any ongoing weather modification programs. These weather modification experiments, if known by the public, could lead to liability lawsuits due to damage caused by these programs to be levied against those conducting these experiments, which include, but are not limited to, private indidivduals, corporations, military experiments, and programs initiated by cities, counties, states, and other government agencies.
Climate change and global warming are blamed for some unusual weather events by meterologists. Thus, they can escape from telling you the truth about these experiments pretending that there is nothing the public can do about these events. The Weather Channel and local newscasters, to my knowlege do not report on current and ongoing weather modification programs, even when they are taking place, according to the National Weather Service (See Interview on C-SPAN September 2, 2011).
U.S. Senate Bill S601 (introduced by Senator Kay Bail Hutchison-Texas), was not passed by the U.S. Senate in 2010. Senator Hutchison has introduced a version of this bill each year since 2005, and the public has lobbied successfully to stop passage. It is highly likely that Senator Hutchison will again introduce a similar version of this bill in the Senate in 2011 or 2012. This bill allows anyone to mitigate or modify your weather without public notification, consent, oversight or debate. This bill could also be added as an amendment to other legislation and passed. The implication for agriculture, watersheds, water supplies, and who will receive the benefits or the negative consequences are hidden from public view.
It is time for all of us to examine these experimental weather modification programs and who is benefitting from them financially...who is suffering the consequences of these uncontrolled programs...and how much crop production in the United States is being reduced due to these programs which may leave many ranchers and farmers without enough rainfall-in drought condistions or with low water supplies or with too much snow.
There are many questions and few answers due to the fact that few people in the United States know very little, if anything, about these programs and how extensive they are at this time. The information on these experimental weather modification and mitigation programs is from the NOAA office in Maryland and we have listed these programs on this website for the last several years (See Listing Below).

Geoengineering Clouds to Make them Whiter to Reflect Sunlight Back into Space

These experiments have the potential to pollute our fresh water supplies, reduce crop production, and negatively impact trees and other fresh water marine life by rain events from salt laden clouds.
