Sure. It kills off the segment of the population most likely to rebel. Those that survive usually support militarism and the government afterwards. ... what do you think ?

So much so, that actual war does not even have a need to exist, only the threat is required.

An example is Satan in Christianity, or Loki in Paganism. The hope to become a truly monotheistic Semite becomes overpowering and soul wrenching.

While only claiming to be monotheistic believers, they become possessed and controlled by Judaism/Islam.

Peace and war exist in the same plane. The invader generally comes in offering peace. War exists for the benefit of the defender.
