The FBI prevented a Milwaukee mass shooting by a 23-year-old man who hoped to kill 30 people at a Masonic temple in an attack that would “terrify the world,” authorities said Tuesday.
Samy Mohamed Hamzeh was charged with possessing machine guns and a silencer, according to the Department of Justice.
The Wisconsin man “wanted this mass shooting to be ‘known the world over’ and to ‘ignite’ broader clashes,” Acting U.S. Attorney Gregory Haanstad said in a statement. “It is difficult to calculate the injury and loss of life that was prevented by concerned citizens coming forward and by the tireless efforts of the FBI and the Joint Terrorism Task Force.”
Hamzeh had been under investigation since September, when he was planning to travel to the West Bank by way of Jordan to carry out attacks on Israeli soldiers and people living in the West Bank, according to the FBI.
But he later decided on a domestic attack and settled earlier this month on a mass shooting at a Masonic Temple.
"We are Muslims, defending Muslim religion," Hamzeh said as a way to justify the attack, according to the FBI. He was not part of any terror group, saying instead "we are here defending Islam, young people together join to defend Islam," according to FBI surveillance documented in a criminal complaint.
Hamzeh allegedly discussed the plot with two confidential sources, one of whom allegedly already had a machine gun. And the suspect even took a guided tour of the temple Jan. 19 to learn the meeting schedules and find out where people would be during the meetings, according to the criminal complaint.
“We want two machineguns, you now have one, so we want two more, and we need three silencers, that’s it,” Hamzeh told the informants, according to the FBI. “Find out how much all together these will cost, and then we will march.”
The aspiring mass killer allegedly plotted to have one of the three shooters stay by the door of the temple while the other two stalked victims using silencers to inflict death without being heard.
“As long as the one on the door understands he has bigger responsibility than the others,” Hamzeh told his conspirators, the FBI said. “For your information, he has to take care of everyone around him, the comers and the one that wants to go, he has to annihilate everyone, there is no one left, I mean when we go into a room, we will be killing everyone, that’s it, this is our duty, as for the one at the door, he must have 20/20 eye vision and always alert for all the traffic around him.”
“Thirty is excellent,” he said later. “If I got out, after killing thirty people, I will be happy 100%. . . . 100% happy, because these 30 will terrify the world.”
Hamzeh later made plans to buy the guns from two people who really were undercover FBI agents.
The agents showed Hamzeh the guns and a silencer during a meeting Monday and then sold him the weapons for an agreed-upon price. Hamzeh was arrested after he put the bag of guns into his car.
“I am telling you, if this hit is executed, it will be known all over the world,” Hamzeh confided in the informants before his arrest. “. . . . Sure, all over the world, all the Mujahedeen will be talking and they will be proud of us. . . such operations will increase in America, when they hear about it.”
