Who will do it?........why the US government......of course. What a better way to conquer the people of the US if they are not ready and the power to be is?................ When it happen uncle sugar will have all their equipment protected and ready against a EMP and with no communication the people wont be able to get ready........the troops would be at your doorstep before you or your group had a chance to load your guns.
Have a plan behind the plan and agree, ahead of time, what to do if the power was to go out. There are many X military that knows how to use the equipment that the power to be will be using so right from the start go hunting for your free, and up to date, equipment.
The more that I read how as to how the US wants to accuse other about using a EMP the more that I believe that they themselves will be the ones using it.
