First, there is no "Indian Country" within the borders of the State of Iowa.
Second, I have no idea who the Governor of the Commonwealth of Iowa represents, but he appears to have received a grand in 1857 money to create a trust with several members of the Meskwakia tribe. The Governor of The State of Iowa (as it is styled in the constitution) appears to have created another office (private in nature) to effect this small amount of extortion from the Meskwakia group.
Third, this trust appears to own 80 acres of land near Tama, Iowa which not too long ago was said to be Mesquaki land.
Fourth, this same land is now operated by a tribe called the Meskwaki and claiming to be members of the Sac and Fox tribes yet now they are entitled by some mechanism to run a hotel and casino.
I can only conclude that somehow the Mesquaki tribe dissolved as did the Meskwakia tribe that formed the trust and they were replaced by the Meskwaki group which is sovereign enough to get around Iowa law.
I don't doubt that there is still no "Indian Country" within the borders of the State of Iowa. That places the Meskwaki lands and casino within the exterior borders of the State of Iowa ... the same as the federal construct called ZIP codes and other attachments of federal law that we sometimes believe have legitimate reasons to exist.
