Of what things a Forrest doth chiefly consist.

And therefore a forrest doth chiefly consist of these foure things, that is to say, of vert, venison, particular laws and priviledges, and of certen meet officers appointed for that purpose, to the end that the same may the better be preserved and kept for a place of recreation and pastime, meete for the royall dignitie of a Prince.

Ok ... I directed your attention to what a Forrest consists of. Specifically these four things

1. Vert .... trees
2. Venison .. generally wild animals and of a particular genus and class
3. Particular laws and privileges ... U.S. code and State code
4. Officers ... courts, rangers, a particular procedure to handle violations

I have your mind now thinking about these four things. It is an illusion. While you are thinking of these four things you are NOT thinking of the things that a Forrest does NOT consist of.

A forrest does not include parks, warrens or chases. A forrest does not include LAND. A forrest does not include PEOPLE. A forest does not include animals not wild.

The group in Oregon took over a National Wildlife Preserve in the mistaken believe that they were seizing LAND. There is no land there. Law is pretty clear. When you want to take over land that has been abandoned you placer markers, you perform livery of seisin (pull a soil sample at each marker), perambulate (walk the perimeter) and make public notice. Finally comes possession. You take it and hold it against all who haven't bothered to do the things you did.

There is nothing at a National Wildlife Preserve that anyone would want. Vert, game, laws, officers ... they all belong to government and government does not touch the land. Government cannot own land. Government cannot claim land. Government cannot even attach itself to land.
