MADISON (WKOW) -- Madison police have narrowed the focus of an investigation into an offensive graffiti spree to one man.

Police say Timothy Arnold, 21, spray-painted or marked places throughout downtown Madison at least 10 to 15 times. Police are recommending charges in at least three incidents and two of those were deemed hate crimes. A police spokesperson tells 27 News even more charges are likely, as the investigation continues.

Some of the graffiti specifically targeted the Jewish community, with neo-Nazi symbols sprayed on walls, buildings and signs. Some graffiti was found in areas where Jewish students live near campus.

UW-Madison sophomore Sam Donsky believes she and her Jewish roommates were targeted by anti-Semitic graffiti. About two weeks ago, they found a Wolfsangel, a Nazi symbol, sprayed on a wall near their home.

"All of a sudden you wake up in the morning and find a neo-Nazi symbol outside your door, which is very scary, took us very aback," Donsky tells 27 News. "It's kind of sad that people still haven't kind of come to grips and kind of attacked the situation and it's coming even closer and closer to home."

Madison police say they're investigating the graffiti found near Donsky's house, along with more than a dozen other cases. Police are recommending a hate crime enhancer for two charges against Arnold, after graffiti was found on a concrete wall behind the Jewish Experience of Madison, a student organization near campus, and on signs posted near a sorority on Langdon Street.

UW-Madison Police Department is also asking for charges against Arnold for eight counts of criminal damage to property on campus, where Wolfsangel and Valknut symbols were found painted in green spray paint. This comes as the university is dealing with other serious incidents of hate and bias on campus, targeted at the Jewish community and other minorities.

Donsky says Jewish students have come together, holding meetings to talk about ways to promote tolerance on campus but she says it's frustrating to see repeated incidents like these.

"It's mostly just learning how to defend yourself and getting people to realize what you're saying actually hurts," Donsky says. "We just really, really want to see it get solved."

24-year-old man pleaded not guilty Monday to attacking a teenager and his brother outside Irvine High School because they are black, prosecutors said.

Christopher Qu of Irvine faces one felony count of aggravated assault, one felony count of assault with force likely to produce great bodily injury and a misdemeanor count of violating the siblings' civil rights, according to the Orange County district attorney’s office.


Prosecutors also made a sentencing enhancement allegation that Qu committed a hate crime. Qu, who is Asian, is being held on $100,000 bond.

Federal authorities have charged two Dodge City men with federal hate crimes, claiming they attacked three Somali men last year because of their race and national origin.
