Basically bankruptcy makes you toxic for many years after it is discharged. By putting the bankruptcy against someone else he would not appear as toxic to lenders and other creditors into the future.

Reading the last couple paragraphs it sounds like the Govt was onto the scheme and they picked up 15 people who did this. Seems like he subscribed to a debt relief or avoidance scheme or something like that. Hired someone to file bankruptcy paperwork so he could avoid outstanding debts and not be personally listed as a bankrupt.
