No, it's blue because blue is the best color for marketing, blue inspires trust and confidence. Red means be aware, caution, danger, etc. except regarding ties, a red tie is considered a power tie. In photo ops always note who's wearing a red tie. More often than not in photo ops that there's hardly ever two leaders both wearing a red tie.
