The 'more perfect union' is one that allows underwriting commercial paper. The 'more perfect union' could care less about rights or wrongs, good government or bad government, commies or capitalism. The 'more perfect union' is about control and how to retain control.

Good government has to do with balance of powers and checks and balance. It has to do less with managing the shortages as reveling in the surpluses. Managing substantial resources and personnel is demanding upon my time.
